ABOut Dawn

Everything you need to know about who Dawn is -- is in the picture (left). Married to Andy, her friend of 30 years and her husband of 12 years. She is also a proud mom to almost tween, Erin Finley.


Dawn's favorite pastimes are movies about superheroes & Jedi Knights, crockpot recipes, planning kids birthday parties, and bingo.

Public Sector Experience

Dawn has a rich background in education, budget and state government operations. Prior to entering public service, Dawn began her public service career in 1999 as a Senior Budget Analyst for the Arizona Governor's Office of Strategic Planning and Budgeting for Governor Jane Dee Hull and Governor Janet Napolitano. 


She served as Deputy Director of Research Staff in the Arizona State Senate and Majority Policy Advisor for Speaker Kirk Adams and Speaker Andy Tobin.


Prior to joining Governor Doug Ducey's staff in 2015, Dawn served as the Director of Government Relations for the Maricopa Community Colleges. Most recently, she served Governor Ducey as the governor's Senior Advisor for Education and Strategic Initiatives and as a Special Assistant to Governor Doug Ducey.

Private Sector Experience

Dawn spent over a decade in the private sector, specializing in finance, budget and accounting. 


She began her professional career at the University of Phoenix - Phoenix Campus, serving in a variety of finance positions culminating in her promotion to Campus Accounting Manager. 


After a short sabbatical to Europe, she was hired by Doubletree Hotels as an internal auditor, where she traveled extensively to properties across the country. 


Prior to joining the Governor's Office in 1999, Dawn served as the fund administrator for Motorola, Inc pension and profit sharing plans. 

Education & Certification

Dawn received a Bachelor's of Science degree in History from Arizona State University and a Masters in Business Administration from University of Phoenix with an emphasis in accounting. 


Dawn has her secondary teaching certificate and is approved to teach history, government, economics, and business for students in grades 6-12.
